[kwlug disc.] 2.5'' enclosures run off USB power?

I habe a bytech 2.5 external case.. It's usb 2.0. The cable has a usb (Type B) in for the drive(output, then on the other side it has two usb's, one of which also has a empty usb slot on back for piggy back. The theory goes; when you plug in, and get no power, you plug the second one in to another usb simultanously to provide power thru usb.
 
I have never put it in to a device which required me to plug in the second jack for power.. So to me it is still just a theory, second hand from my friend.
