Yes.  The latest "snapshot" is that "world" file.  The very latest is
had by using the API from the main server at www.openstreetmap.org

I'm working from svn.  I'm not aware of packages.  Most of the
packages in svn have a readme or packages file listing the
prerequisites.  Failing that, #osm is helpful with nice folks from
many timezones.
