Well, this was just some light humor rather than anything serious.

In any case, I did learn both Cobol and C; and I learned Cobol early
in my education. There simply isn't that much to Cobol. Indeed, I
found the learning of Cobol to be the single most boring material that
I had at university. C, on the other hand, does contain many more
gotchas (especially with pointers messing up all the time).

The main reason I thought 21 days was excessive is because these kinds
of books also have titles like "Learn (something) in 24 hours" and
I've even seen a title with "Learn (something) in 15 Minutes".  So I
was thinking, in a humorous mode, that those other time-duration
titles would have been more appropriate.
