That title says "learn" not "master". All your
arguments are regarding to how usefull and still used
COBOL is, the point of the joke was that if it takes
you 21 days to learn COBOL then you're doing something
wrong.

COBOL is a very simple language to learn. I'd say that
if you already know how to program, a weekend is more
than enough to learn it. Meaning, the ability to read
and understand other people's code and to start
writing your own code.

Actually this is the point for Objects. Objects help
you manage complexity.
