I think it is ISP's that have to lead the way, and they have next to no
incentive to do it.  With scarce IP addresses, they can still have a
somewhat relevant argument that static IP's cost money.  With IPv6, that
argument goes away.

IPv4 is still working.  I doubt many DSL customers would pay more for
an IPv6 address.  So they have a pile of work to switch, a pile of support
after the switch, and no benefit.

Like most things, people put off fixing what already works now.  I don't
think the urgency is great enough for IPv6 yet.
