A couple of things come to mind when you said its a physical copper issue.
Have you tested you modem/speed test at the Demarcation Point in your residence? (It is the phone jack connected to the wires coming into your residence.)
If you don't have one you should. I had some issues with my residential Bell line a few years ago. Finally got Bell to come out and they installed a DP Jack and then it was fine after that.
I'm not saying this will solve your problem but its worth a try.
I myself am on Rogers the Extreme 6Mbps package. I get great download rates from good mirrors. e.g. Downloading a DVD iso image from a good mirror I get 600Kbps.
If you want to run a server Rogers is not the best option though, as mentioned by others. They block SMTP and throttle Bi-torrent.
I recommend this DSL ISP. www.teksavvy.com They have residential and business "packages". I have one client using them and they have very good tech support.
Last time I check they were not blocking ports/services, which may have changed. They have very good prices for the services that you are getting.

Consumer Extreme: 6 - 56
Business Faster: 6 - 60 [only $4 more!]
Business Fastest: 8 - 100
Business Dedicated: 8 - 200
Are these prices cost competitive in this K-W area for the speed provided?
