that's the first thing i tried, and it didn't appear to solve
anything, which i thought was weird.

it can be, but i was checking the log files on the router the whole
time and it didn't appear that any of my tests were getting filtered
out by the router itself.

DNS was being supplied by rogers, and handed to the individual
systems. in short, all of the tests i would normally try didn't
narrow down the problem.
in any event, i'm going armed with extra gear tomorrow, and we'll see
what happens. as far as rogers is concerned, everything on their side
is working fine. i've just never seen anything like this before.
