Yes, those "rogers reps" do have much better deals than are
advertised. Sorry I don't have their information. I used get cable
internet through them back in my undergrad. The "rep" used to post
flyer's around the UW campus. Maybe they still do.

Just a word of advice. I would avoid signing any contract with them
until you have tried out their service.  I found them to have long
latencies when I used them a couple years ago.  Also, since then, I
have heard that they are throttling bittorrent. I have even heard
rumors that they are throttling everything encrypted (ie. ssh
connections).
