I'm on Rogers High speed,, and my encrypted (non file sharing) traffic 
is most certainly *not* being throttled.

And Rogers does not block port 25,, heck, lots of people get 
disconnected by Rogers cause they get infected with spambots.  Not sure 
about those other ports.
