They're doing the throttling by neighbourhood.  Some speculation I've heard is
that they need specialized hardware/software to do the throttling, and due
to cost, they're rolling it out piecemeal, instead of a blanket throttling.

Regardless, it /is/ happening.  It might not be happening to you right now,
but it might be happening to you next week.
