I expect this is a reference to the Battle of Waterloo, not the City
of Waterloo.

Wherein, IIRC, Napoleon's power was broken such that he ceased to be a
factor. Here, the expectation appears to be a titanic battle is
looming, after which the landscape of all 'this stuff' will be
dramatically different.
