I don't know about the current state of linux software in this regard,
but Bell ExpressVu+ uses the DVB standard. DVB sat tuners are not
expensive. I know not which are compatable with linux at this time.
An implementation of "Autoroll" is available for pcs, and likely linux
versions can be found to plug into MythTV, as there are a couple of
brands of STB receivers that were based on linux. I intended to look
into this for my own, but shelved the project when most of my computer
hardware died.

For Satellite TV, you need a receiver. If the content you want to
watch is scrambled (which is the norm for channels on Bell and other
commercial sat tv providers) you need the descrambling software and
the current "keys". Bell (and Dish Network) uses Nagravision2, which
is cracked. Key updates can apparently be read from the data stream
just like on a proper receiver, and the card is not necessary. New
Nagra2 programs are sometimes required, and are quite readily found
for download in the internet.
