I have used cell phones as internet gateways for laptops over bluetooth 
before, but no, I have never seen a smartphone use a PC for an internet 
gateway over bluetooth.

I think you're out of luck on that one, at least not without some kind of 
hack.  I'm certainly not aware of any.
