You're wrong.  :-)

If the drivers are crappily written, or if the hardware just sucks, you will 
achieve 100% CPU use as well, *especially* with USB, in my experience.

'top' isn't too much help, I find I use vmstat much more often these days, as 
it does a better job of telling me where my system is at a given moment.
