I'm going to third the recommendation for IceWM. Paul chose it for The
Working Centre Debian-based Linux distribution that we had working on 486's
years ago. IceWM may not be as light as fluxbox, but it's more Windows-ish -
so if your goal is to be Windows-like on low resources it's not a terrible
choice.

I've also found that with only a small amount of training people really
liked Window Maker.
