I've got a 2.6.17 version of Debian (pre-release Etch?) running on a
P150 with 96MB of RAM.  The window manager is something awful (fvwm?)
which you don't want. But it works reasonably well.

I tried to start up a Debian Etch image (2.6.18 kernel) with Xfce in a
64MB virtual machine.  It would not boot - ran out of memory - well
before getting to the window manager.  With 96MB, it runs and the
desktop is usable.

I have the feeling that you will need a cut down custom kernel with all
unneeded extras turned off to make Debian work in 64MB.

The biggest problem might be getting netinst itself to run without
complaints.  One trick might be to do an install to a VM with the same
disk size and more memory, adjust the system so it works in 64MB and
then make a mondoarchive image of it on CD.  You can then boot the CD
(the machine has a CD drive, right?) and install your new system.
