I'm not sure I care whether our money gets used in any particular way.
If the developers want to use our funds for bling or Jolt Cola or
whatever, that is fine by me. If they want to leave it for a rainy
day, that is fine too. 

I'm not saying that leaving the $5000 in the bank is an ideal outcome,
but philosophically I think the Fund is to reward people for the
software they have already written, as opposed to thinking they should
use it "productively". 

Personally I think that many of our contributions have been used, if
only because we have the questionable habit of nominating really big
projects.
