I had been hesitating on using OpenDNS, but I think I am going to 
register with them just as a backup. My understanding is that they do
something Rogers-y with unknown hosts if you don't register with them 
beforehand? 

Gah! Stupid intermittent problems! It's working again and I did not
touch a thing. And sure enough, the entry from the IPCop box is more 
complete now. Rogers may be doing something, but clearly the problem is 
either in IPCop alone or the way that IPCop interacts with Rogers.
