I'm really happy with the support from my ISP - 
http://www.mycybernet.net.  I've had to call them maybe 5 times in the 3 
years or so that I've been with them.  Sometimes I get someone right 
away, other times I leave a message and they call back.  In either case, 
  there are no scripts and they seem to know their stuff.

They have a decent price to, although the tradeoff is that to get a 
discount you have to pay for more than one month at a time (rate breaks 
at 3 mo and 1 yr IIRC).
